EXETER-MILLIGAN PUBLIC SCHOOLS REGULAR SCHOOL BOARD MEETING- MILLIGAN SITE LIBRARY, MILLIGAN, NE WEDNESDAY, AUGUST 14, 2024 – 8:00 PM. President Erdkamp declared the regular meeting open at 8:00 p.m. E. Milton, K. Jansky, R. Johnson, D. Kalhoff, P. Jurgensen,, Superintendent Sheffield,, and Principal Kroll were present. Three visitors were also present. The Nebraska Open Meetings Act was posted. Motion by E. Milton and 2nd by K. Jansky to verify that the meeting of the School Board of Exeter-Milligan Public School was duly advertised, and all Board members were notified as to the time and place of the meeting pursuant to Board policy and practice. Motion carried 6-0. Motion by R. Johnson and 2nd by P. Jurgensen to approve the consensus agenda consisting of the Treasurer's report, the regular monthly meeting minutes on July 15, 2024, and the August expenditures. Motion carried 6-0. There was no public comment. President Erdkamp gave an update of the area committee meeting with Friend. The main topic of conversation was EMF’s application to the Southern Nebraska Conference (SNC). The committee discussed the next steps in the process. The superintendents will contact SNC schools to determine the application status and create a plan with that information. Other information shared included the elementary remodel plan for the EMF elementary school in Exeter and the Milligan Site sale to the village of Milligan. The Elementary/Gym HVAC project is slowly progressing. The ACs are working, and the boilers have been tested and appear to be working. We are still waiting for the gym units to arrive. The roof replacement at the elementary school is scheduled to start on Monday, August 12th. Superintendent Sheffield shared information about the preliminary 2024-25 budget. E-M will see a slight increase in state aid and special education reimbursements. Superintendent Sheffield also shared a couple of budget scenarios with the board. Once valuations are finalized, a recommended budget will be shared with the board. A preliminary drawing of the necessary updates for the EMF Elementary was shared with the board. Once a plan is finalized, the next stage will be to release the information for bids. Motion by K. Jansky and 2nd by E. Milton to approve the resolution to increase the base growth percentage used to determine its property tax request authority for the 2024-25 budget of up to 7%. Motion carried 6-0. Motion by R. Johnson and 2nd by K. Jansky to approve the Exeter-Milligan Education Association (EMEA) as the bargaining unit for the 2025-26 school year. Motion carried 6-0. With the approval of claims, the board approved the transfer to the depreciation fund. Motion by E. Milton and 2nd by D. Kallhoff to approve the resolution to enter into the ALICAP Interlocal Agreement. Motion carried 6-0. Information shared by Superintendent Sheffield included NASB Regional meeting - Wed, Aug 28 at 5 PM in York. Milligan Site Transfer to Village - The paperwork should be completed by the end of August. The next regular meeting is scheduled for Wednesday, September 11, at 8 p.m. in the Exete Site Community Classroom. The budget and levy request hearings will be before the regular meeting.
