VILLAGE OF EXETER MINUTES APRIL 9, 2024 The regular meeting of the Exeter Village Board was convened in open and public session on Tuesday April 9, 2024 at 7:00 pm at the Exeter Village Office. Notice of the meeting was given by posting 10 days prior at the Exeter Village Office, Post Office, and Generations Bank. Chairperson Alan Michl called the meeting to order. Board members present upon roll call were: Alan Michl, Justin Harre, Bob Mueller and Kim Gloystein. Jim Anderson was absent. Clerk Becky Erdkamp recorded the minutes. Chairperson Michl noted that a copy of the Nebraska Open Meetings Act is available in the Village Office for public inspection and review. Visitors present included: Jameson Trauger, Kathy Erdkamp, Steve Parr, Eric Johnson and Rhonda Stokebrand. Minutes from the previous meeting were reviewed and approved without correction. An accounts payable listing was presented for approval. Harre moved and Mueller seconded the motion to approve invoices as presented. All present voted aye. Jameson Trauger appeared before the board to discuss a $500 for Good Grant that he received from the Topeka Federal Home Loan Banks. His idea for the grant is to kick start a project in the Tag Factory lot prior to the 2029 150th celebration of Exeter. His ideas for the lot included picnic tables to be used during Exeter Days, a brick memorial wall and landscaping. The Exeter Community Club supports a project. The Village board recommends getting a committee together to obtain pricing and plans and to search for and apply for grants to help fund a project. Once estimates are obtained the committee could present them to the Village Board for final approval. An application from Fillmore County Zoning Administrator Shaundee Graham was reviewed. It is for the lot split of the south half of the northwest quarter of Lot 541, Original Town, Exeter, Nebraska. It is to divide the lot for the construction of a home for George and Kathy Erdkamp. Harre moved and Gloystein seconded the motion to approve the Lot Split of Lot 541. All present voted aye. Eric Johnson of Fillmore County Development Corporation urged the Village to apply for appropriations funding from Senator Deb Fischer. The application has been provided to Clerk Erdkamp. The paving project by Farmers Cooperative will be submitted. Engineering plans have been prepared by JEO Consulting Group. The project is on the One & Six Year Road Plan submitted to the State of Nebraska. Letters of support for the project will be obtained from Farmers Cooperative, FCDC, Generations Bank and the Exeter Village Board. The Village would need to commit to 20% of the cost of the project should it be selected. Steve Parr of JEO Consulting Group reviewed the One & Six Year Road Plan. The board found no changes that needed to be made prior to approval in September. Seven sealed bids were reviewed for the 2013 Polaris UTV that was advertised for sale by the Village. Bids ranged from $1,250.00 to $4,295.00. Mueller moved and Harre seconded the motion to accept all bids and award the bid from Terry Salyer for $4,295.00. All present voted aye. John Mueller presented the estimate from Electric Pump of Omaha for the JWC Environmental Open Channel Grinder for the lift station. The price to replace the grinder is $43,400.00. Michl moved and Gloystein seconded the motion to accept the bid of $43,400.00. All present voted aye. A request from TJ Slezak of the Twisted Wrench to obtain an SDL and close a half block of Main Street for a May 24th street dance was discussed. The event will take place on the Friday before Alumni. Harre moved and Mueller seconded the motion to approve of the street dance. All present voted aye. A request for funding from the Fillmore County Development Corporation was reviewed. Michl moved and Harre seconded the motion to donate $2,000.00 in dues to the FCDC for 2024. All present voted aye. John Mueller presented the Maintenance Report. Delays in obtaining steel for the roof of the water tower have delayed the project. The pool has been painted. The first replacement pump has been installed at the lift station. The second pump will be replaced soon. Water meters continue to be replaced. Becky Erdkamp presented the Clerk’s Report. Sales tax receipts for January were $11,841.08. Keno receipts for February were $196.09. Board members up for re-election were reminded of the filing deadline. The next meeting will be held on Wednesday, May 8th at 7:00 pm.
